| With the development of marine economy,Zhejiang shipping industry has developed rapidly,As a major economic and maritime provinces,it is important to know Zhejiang maritime search and rescue(SAR) capacity,and whether shipping and rapid economic development suited to the situation,how to objective and accurate assessment of search and rescue capacity of the status.These are very real and practical significance of the issue.This paper first introduced the domestic and international maritime search and rescue system status,and then analyzed the impact of maritime search and rescue capacity of the elements.According to the characteristics of SAR,the analysis of many factors affecting SAR capability on the basis of practical experience from years of search and rescue to SAR capability at sea evaluation of key indicators,and then by the Zhejiang maritime rescue system and a number of experts investigating To determine the SAR capability evaluation index system.To identify indicators of weight,the introduction of the expert-level investigation and analysis of the method of combining law and Matlab calculated using the weight of the indicators.According to its own characteristics indicators,the article were constructed quantitative indicators and qualitative indicators of the membership function, completed the Zhejiang coastal SAR capacity of fuzzy comprehensive evaluation.Finally,the actual SAR work from the point of view,the combination of fuzzy comprehensive evaluation conclusions,from six aspects to improving the work of the current SAR measures and recommendations.The first is to strengthen SAR legislation, and the other is to build SAR command platform and decision support system,and the third is strengthen SAR research and greatly improve the quality of SAR team,fourth is it is proposed to state and local public finances should be strengthened in SAR,and to establish a compensation fund,Fifth is media processing,six is in particular the establishment of a social fishing vessels involved in search and rescue mechanism. |
