Water, as limited resource, is the key source to sustain the living and development of human society. But with the economic and social development in our country, human activities have posed more pressures on water resources. Currently, most parts of China are facing water shortage at different degrees, which is extremely serious in some regions. And the deterioration of water environment has also not been effective addressed for a long time. All of these could be attributed to the failure of water resource management. While, it is one of practical means to cope with serious local water crisis that to improve the effectiveness of local water resources management and policy-making by applying advanced techniques.As one of the practical decision-support tools, Water Resources Decision Support System(WRDSS) could assist in decision making when the policy makers face complicated water problems. The author addressed the problems of water resources management in Hengshui and developed a Water Resources Decision Support System which is based on Date Base, Model Base, Arithmetic Base, Knowledge Base and the friendly Human-computer Interface mainly using Visual Basic and Microsoft Access. The basic database was established and the functions of data input, data inquiry, editing and printing were also realized in the work. Most importantly, Model Base—the core component of this WRDSS—was studied and developed in the effort. The related models was classified and illustrated according to the targeted functions, including supple-demand balance prediction, optimistic allocation, simulation of water quantity and quality in Hengshui Lake, water quality assessment and hydrologic analysis. Additionally, the constructions of Arithmetic Base and Knowledge Base were studied and the functions of the WRDSS were largely expended by the secondary programming of MAPGIS and Surfer software.This WRDSS, with its local suitability and technology feasibility, would ultimately contribute to the success of sustainable water resources management in Hengshui City.
