Water is the prerequisite for the sustainable development of human society. With the increasing economic and social development in China, water resources shortage has bottlenecked the sustainable development in our country, especially in arid and semi-arid regions like Hengshui city. It is necessary to improve the management and decision-making on water resources issues by advanced technology in Hengshui.Based on the comprehensive analysis of the current level of water resource administration and utilization, water resources management decision support system for Hengshui City was developed. The system mainly consists of database (including basic database, spatial database and property database), model base and text base. A user-friendly interface was also developed with Visual Basic. Relation model was applied in the database designing process and tables were connected with"primary key–foreign key"link. It adopts international unification code and classification standard to implement graphics layering. Based on international, national and regional criteria, spatial information property was coded. To access to Microsoft Access database with ADO, integration manner was applied for the secondary development of MapGIS. The functions have been achieved as adding, modifying, cancelling and querying basic data, zooming in, zooming out, moving and updating spatial information, modifying, updating drawing element, and sorting property information. Water resources information was presented in the form of histogram and plot. For the model system, economic conditions, population, industrial output, residential water demand and water quality were predicted with grey system modeling, fuzzy comprehensive prediction modeling, etc. Text database was established with developing tools, such as DreamWeaver and HTML HELP Workshop, to provide access to the full texts of laws, regulations, criteria related to water resources for decision makers.The system was designed for the water resources management in Hengshui City with user-friendly interface and excellent practicability. It would well serve to promote the level of water resources management and decision-making in Hengshui City.
