The stealing power is rampant for a long time. The Methods that are used to steal power are improving whereas the methods of detecting the stealing power are deficient. Based on the basic theory of the power circuit, this paper derives the mathematical relations between node voltage,branch current,line loss and the stealing load. We can point out that the line loss can be used as an important criterion to judge whether the stealing power happens. Applying the network equivalence algorithm we can find the location where the phenomenon happens. The stealing load can be calculated by the iterative method. The IEEE-14 system examples demonstrate that the method proposed can solve the problem exactly and efficiently. The paper analyses the electric power system in the network point of view no matter how complex it is. It is generally applicable to any network.
