Water and electricity engineering construction, especially the exploitation of cascade hydropower plant arises a series of environmental problems, which is the bottleneck of the basin sustainable development. So, in order to the environmental protection of basin, it is necessary to simulate the quality of water environment , set up a simple and accurate evaluation model and propose the soil erosion protective measures. It is important for administrator to improve their decision management level.Prediction and assessment of water environment is among the new focuses in the field and an important subject in the environmental impact assessment of hydropower project. Based on the engineering characteristic, the environmental quality of the project area in Jinanqiao hydropower station, the current water quality and the major environmental issues were investigated systematically, the environmentally-sensitive spots of ecological significance were analyzed, and some major environmental factors were presented and potential environmental issues were further analyzed. The qualitative analysis and quantitive calculation were both adopted for the assessment on water environment, and some results have been concluded; against the soil erosion problem that caused by the construction, some operable water and soil conservation plan was brought forward, which can be used as critical basis in furnishing project design and in project construction; genetic neural network model was applied to water quality comprehensive assessment in the region of Jinanqiao hydropower station, the result of the comprehensive assessment of water quality is objective, concrete and exact. The method and results can serve as pioneer and technical support in quantitative studies on benefits of water environment, and provides effective, economic decision making information for the administration section. It is important to realize the basin sustainable development.
