Water resources is very important for all the lives in the world, and it is the basical factor of Human's development. So water resources is the most critical and active factor in natural and social environment. The problems of water resources have a strong impact on not only the safety of resouces environment,but also the national ecnomy and the social sustainable development. The WRCC is the important part of natural resources carrying capacity during the development procedure in district. Through studying the WRCC of district, we can optimize arrangement of water resource, and harmonize the relationship between ecological construction, people life, industry ,agriculture and water resource environment. It is very important meaning for sustainable development district.This paper studies the WRCC of Dagang district in TIANJIN. First it analyses and studies these aspects: the quality and quantity of water resources,the condition of social economy,the population,the harness of sewage ,the repeated use of industrial water and living water use. Second, this paper builds the evaluation index system of WRCC,then through system dynamics builds the WRCC model. Finally, it analyses the WRCC of Dagang district,which provides some bases of theory for the water resources's management and use of Dagang district in future. The main achievements obtained as follows:(1)Analyses the critical effect factors of WRCC ,builds the concept model of WRCC,by which builds the evaluation indicator system of WRCC ,including five subsystems of industry, agriculture, population, water resources, water ecology altogether 9 indexes,decides the weight of each index and subsystem by the method AHP.(2)This paper builds the WRCC system dynamics model ,considering comprehensively many factors including economic development, population growth, environmental capacity of pollutant, ecological and environmental water demand, repeated use of industrial water,water conservation in agriculture and living water use,simulating the indexes in WRCC index system. The setup and simulation of system dynamics model of WRCC can quantify the control measure of water resources,which has practical significance for improving the condition of water resouces in Dagang district.
