Water is the basic resource to maintain the subsistence of human, to keep the integrality of ecosystem and to carry through the development of society and economy. Compared with the population, water resources of China were quite scarce. There were still problems such as serious water pollution, excess exploitation of water resources, demolishment to environment and severe phenomenon of water-wasting. With the rapid growth of the economy and urbanization of China, the shortage of water resources and the deterioration of water environment have become more and more serious. Water resources have become one of the key restrict factors in sustainable development of China. Comprehensive studies on water resources carrying capacity (WRCC) are of great importance not only theoretically but also realistically.After reviewing lots of literatures at home and abroad on water resources carrying capacity, the state of comprehensive evaluation of WRCC was narrated. The conceptions, study methods of WRCC and the basic principles, design methods of evaluation indicator system of WRCC were discussed. Representative indicators were chosen in 5 sectors, water resources, grades of water exploitation, water quality, economic and social conditions, to establish the basic system of evaluation of WRCC. According to the situation of Anhui province, 16 indicators were chosen to establish the evaluation of WRCC of Anhui. Multi-layer fuzzy comprehensive discrimination model based Analytic Hierarchy Process (AHP) was established. The weights of indicators were determined by applying analytical hierarchy process. The case study was carried out in Anhui. The objective conclusion was given by the model. The measures to enhance Anhui's WRCC were put forward. Theoretical basis for water resources management and planning was provided.
