China Department of Railway Transportation has initiated a "two-integration one-construction" plan, including integrating the retail freight transport, integrating small-scale freight railway station management, and construction of strategic freight railway stations. The development of railway transportation improvement is toward large-scale, compact and efficient tendency. The loading and unloading transaction is an important component during the whole course of railway transport chain. Its mechanical automation level and operational efficiency directly affect the productivity, quality and safety of railway transportation. The construction of strategic freight railway stations will require an optimization and adjustment of loading and unloading resources. This thesis starts with an extensive literature review on the management of freight loading and unloading activities in railway stations and integration of limited resources. Based on the scientific, systematic, and feasible principles, the article applied an associated factor analysis to investigate the changes and challenges on various perspectives including management structure, marketing, operational strategy, and technical approaches. The author conducted a thorough survey of loading and unloading facilities in Kunming bureau of railway transportation, through which the advantage, disadvantage and constraint of current allocation of loading and unloading resources are analyzed and technical challenges for improvement of organizing resources are identified. The proposed plan includes both the professional's opinions and the related integration theory to identify the integration subjects, optimize the system resources with the consideration of strategic railway station construction and current condition of railway stations. Through the technical economy comparison, an integration optimization plan is finalized to cover multiple aspects including allocation of human power, loading and unloading facility, container yard layout, freight railway station planning and operational organization, maintenance facilities, etc. It ultimately aims at improving the transportation management efficiency of freight strategic railway stations for chemistry, coal, steel and other major goods in Kunming bureau of railway transportation.
