In the 21st century,scarcity of water and soil resources is a key issue for sustainable development in china,profound influence on all kinds of development of economical society.With the acceleration of the urbanization process in china, the problem of urban watersoil resources has been a key issue in restricting city development.Utilizing value conversion mechanism of resources, resources can obtain efficient allocation better.This article,basis of the theory of value conversion,studies on land and water resources allocation & value conversion.We choose ChanBa River ecotope as investigation object,to find this area's current some problems of watersoil resource allocation,and gain optimal structural model in the project area by using method of linear programming. The main contend of the thesis is as follow:(1)Using economic analysis on water and soil resources,whether watersoil resources are valuable is discussed,and value theory is how to produce and develop. With the economic system of our country transits from planned economy to market economy,various resources allocation should accord with market law.In this background, studying on value of various resources makes market play role better. Primary summary on producing and developing for value of water and soil resources.By external research for water and soil resources,it points out the necessity and the rationality of watersoil resource synthetical allocation. (2)Through summary and analysis on process of developing urbanization of china,it concludes using features of water and soil resources in course of urbanization in our country,finds out some problems about water configuration in this course,and performs analysis carefully.(3)Based on researching the coupling of water and soil resources,the value concept of mutual transformation about watersoil resources is provided.It is pointed out characteristics and significance after watersoil resource coupling. Mutual reliance promotes high centralization of resources,and high coupling promotes the development of agriculture.(4)In this paper, the transaction mode of the market about water and soil resources is described.Watersoil resources circulate as a special commodity on markets,first to define water right and land right. By a series of means such as watersoil rights,price,market, perfect market mechanism of water and soil resources is built. Accelering optimal allocation of land and water resources, to eliminate loss from unreasonable allocation on watersoil resources under planned economy. It puts forward corresponding capital,environment,and law policy.(5)Finally,it chooses ChanBa river ecotope as investigation object.Through utilization benefit from watersoil resources and combination with present status of water-land resource allocation in the process of urbanization,it finds out existing problems watersoil configuration in the project area. By using method of linear programming,it obtains desirable structural pattern for utilization of soil and water,and the value conversion mechanism of watersoil resources is preliminary established.
