Flutter is a kind of complicated aeroelasticity instability phenomenon, which threatens the safety of airplane flight seriously. Many countries,including China and US,have issued civil aviation regulations of flutter. Requirements of the flutter regulations are given that it must be shown by flutter analysis that any new type airplane is free from flutter for all configurations and design conditions within the aeroelastic stability envelope.One new type small civil airplane designed by our country belongs to Part 23 of CCAR. To obtain the type certification issued by CAAC, according to CCAR23.629, its flutter characteristic analysis is needed to show that it meets the flutter airworthiness requirement.System analysis of flutter airworthiness to Part 23 small civil airplane has seldom been performed in our country. By tracing and analyzing the history and different versions of flutter airworthiness items FAR 23.629, studying their effects to airplane safety and the requirements of flutter airworthiness certification, analyzing FAR flutter airworthiness advisory circular AC 23.629-1B and AC-25.629-1A, the similarities and differences of flutter airworthiness of two type civil airplanes are carried out. The results obtained will provide the references of the optimization of flutter airworthiness items to our country.Based on the new airplane and its design characteristic and manufacture process, the study and analysis of the main flutter characteristic and airworthiness of the small airplane is performed by numerical calculation using latest engineering CAE technology combining with the results of the ground testing from the view of airworthiness. The results obtained will provide the references of airworthiness certification to the small airplane, and provide the basis of flutter airworthiness certification study of Part 23 civil airplane to our country. |
