Studies On The Optimization Of Civil Aviation Airworthiness Certification System In China

The development of domestic transport aircraft is the CPC Central Committee,the State Council in the 21st century to make an important strategic significance of the decision.With the implementation of domestic transport aircraft strategy,the safety and airworthiness of domestic civil aircraft has become the focus of public attention,China’s airworthiness certification system has been an unprecedented concern.Aviation manufacturing industry is the direct expression of national technological level and the level of industrial development of science,which has a huge role in promoting scientific and technological progress,promote independent innovation,optimize the industrial structure,promote industrial restructuring and upgrading.The healthy development of aviation manufacturing industry requires a strong airworthiness certification system support.China will accompany the development of aviation equipment as the main task to support strategic emerging industries,China’s aviation industry will usher in a flourish,and airworthiness certification work in the protection of civil aviation safety,and promote the development of China’s aviation industry an important position will be gradually demonstrated.Based on the background of the rapid development of civil aviation products represented by C919 airplane,this article combs the existing problems of China’s airworthiness certification system,and puts forward the optimization measures to optimize the airworthiness certification system in China.Firstly,the status of research at home and abroad is summarized,and the existing research results at home and abroad are analyzed.Secondly,the concept of airworthiness certification system is defined,and the airworthiness certification system is defined precisely.The theoretical basis of the three-tier foundation system is analyzed.Thirdly,the airworthiness certification system,the existing problems and the reasons are analyzed respectively.The reasons include:the lack of airworthiness certification staff and the lack of certification bodies,lack of airworthiness certification technology research,lack of confidence in the appointment of delegates,poor international cooperation between our airworthiness authorities and foreign airworthiness authorities,the bureau of personnel contemplation of "propaganda and help" thinking,airworthiness validation project internal supervision mechanism is not perfect,the above six reasons caused the airworthiness certification system six problems.Finally,according to the six problems existing in the airworthiness certification system,the author puts forward some improvement measures,mainly from speeding up the development of airworthiness certification,increasing the airworthiness certification technology research efforts,optimizing the operation of airworthiness appointment management mechanism,deepening international exchanges and cooperation,promoting the airworthiness certification department and the applicant’s good cooperation,improving the airworthiness certification project supervision mechanism.These six aspects of the measures constitute the optimization of China’s airworthiness certification system.
