| According to the theory and method of software engineering, this paper comprehensively describes the development and operation of the software for electrical energy measurement system, including the system's history and current situation at home and in the world. And also it analyses the feasibility of the system development. In order to meet clients' demands and present computer system and software, we carefully choose the modern, practical, operational software development platform and operating conditions and the C/S operating pattern. In addition, we develop two kinds of system software. One is online without an IC card; the other is not online with an IC card.According to clients 's demands and the theory of software engineering, we divide the whole system into five modules—users' card management, electricity purchase management, inquiry and statistics, real-time monitoring and system administration. Simultaneously we draw a data stream chart of each module, and define the module's data dictionary. Based on the standards, we complete the related database design.According to the system design, we complete software programming, debugging, testing, and finally finish the system software.In order to confirm the validity of the system, we test the performance of the software. The result is good.
