Analysised not-energy-saving building and energy-saving building's energy consumption on seted mode and analysised basic-room temperature and energy consumption in different position,systematic analysised the reason of differences of energy consumption of residents in different position.Changed the building's staircase and around residents'heat mode,got the heat transfed from arounding staircase residents to staircase.Because of its dynamic and uncertainty,its hard to accurate calculate heat transfer between units,so its technical problem in central heating.This paper set new room type for typical position residents,reset its heat mode, dynamical smulate sureounding residents'heating consumption in two modes,according to occurrence probability,statistic the percentage of heating transfer between units in total heating consumption.Heat metering and heat fee fair allocation is the last link of metering and heating,and its also important basis of residents experience and assessment as personal.According the mode of heating fee allocation in this paper,conculated the all terms basic heat consumption and determined the percentage of basic heat consumption,and analyzed and compared the heat fee allocation,showed that this mode with practical and popularization value.
