With rapid growth of China economic and improvement of living standards, heat consumption is increasing, and heat consumption takes up 6.93% of social product energy consumption. Therefore, decreasing of heat energy consumption is important for building energy conservation. In Europe, application of heat metering has a tradition of 80 years and more than 20 years in China, which proves heat metering has great potential in building energy conservation. However, heat metering system has an obvious fault that it is difficult to obtain a reasonable rate for heat consumption allocation, and this fault restrict the dissemination and application of heat metering system. Therefore, a reasonable model for this system is very important in promoting large-scale application.The theory of heat consumption allocation in current use basis in the following three categories:construction area, the actual quantity of heat supplying and the level of thermal comfort. The first method is the traditional welfare-oriented mode, and this method is not good for building energy efficiency; the second method is also has a fault that it will have much difficulties in investment, operation and maintenance; the method of heat consumption based on thermal comfort has good usability, but solar radiation will have influence on the result of this method. By comparison of current heat metering system, heat consumption allocation model based on thermal comfort is establishedBased on analysis of variance of factors which influence building heat load, this paper establishes building heat consumption allocation system. According to features of envelope, the heat loss for maintaining the building thermal environment is defined as the public heat consumption, which is shared by users'construction area; the other heat loss for maintaining user's own thermal environment is defined as the variable heat consumption, and the effective heat consumption of each user consists of public heat consumption and variable heat consumption.Then, after analysis of heat balance for the room, formulas of effective heat consumption and coefficient of household heat consumption are derived. At the same time, transient heat transfer models are established. There is a brief introduction on these models, as follows:(1) based on frequency domain regression method, heat transfer model of non-transparent building envelope is established; (2) regenerative plate model is established to simulate the influence of solar radiation on heat load of user; (3) heat transfer model of transparent envelope is established.Finally, these models are validated by the data from energy efficiency inspection for a low energy consumption building in Dalian City. The results of energy efficiency inspecting showed that calculated and measured values of the accumulation of heat consumption are almost the same, and the relative error is below 10% after 14h and below 7% after 17h, and it also proves that heat consumption allocation model is correct.
