| Traffic jam has become a bottle-neck to the development of big city in China. To solve the problem, on the one hand, we should build more roads and on the other hand, we should to enhance the efficiency of the road using. After all, we can not be building road everywhere. But whether evaluate the quality of the road or the control measure, we need to detect and evaluate the degree of the traffic jam. Traffic evaluating is an important measurement of mastering traffic law, finding the cause of the traffic jam by the traffic manager. And it also is an important measurement of balancing traffic demand, avoiding traffic jam, traffic guidance, dealing with bottle-neck area, building new road. Finally, it is an important reference of route selecting and vehicle selecting of the users.Urban transportation Evaluation is a complex and comprehensive problem in traffic field, and there is no standard method and model now. This paper tries to use a new way from network named OoS, which is an evaluating way to the network service. In this paper, the new concept of "quality of service" in network is extended to the evaluation of urban transportation performance based on the comparability between the computer networks and the traffic networks. The main works of this paper are as follows:1. After studying the existing evaluating indexes and evaluating ways, the author defines an evaluating index and suggests some thresholds for the evaluating indexes.2. A new performance evaluation model is built up taking account of the influence of QoS.3. Evaluating indexes are defined according to crossroad and a section of road, and they are used to reflect the congestion of crossroad and a section of road. The evaluating result is used to improve the quality of service of the urban transportation.4. Finally, it is a simple application of this model which evaluating a section of the urban expressway in Beijing. The result of evaluation can prove that this paper is significant in some situation...
