As the quick development of national economy and the acceleration of urbanization process, the traffic congestion is not only an issue attracting the attentions all around the world, but also one of the tough problems confronted by each big and middle city. Although plenty of labor, material and financial resources from road construction, traffic management and so on have been put in solving the problem, the result is that old congestion has been solved, but new congestion also appears, it cannot adapt the demand of social economy and the urban development. So how to identify the congestion effectively and scientifically from the systemic perspective and then to research the method of the integrated distribution for capacity of road networks bring the essential theoretic and realistic significance to reduce congestion.Based on traffic equilibrium theory, congestion has been analyzed systematically, and an abstract and simplified road network method with the groups as virtual points and traffic channels between groups as virtual road lines is proposed; and based on the analysis, the technique of OD back stepping and the model of traffic equilibrium assignment for virtual road networks is also proposed; and based on the previous technique and model, virtual road network's equilibrium flow can be obtained; and contrasted the corresponsive parameters, which is the radio of virtual road network's equilibrium flow and its capacity, with the standard of congestion identification, congestion can be identified; and then measures about how to smooth away the congestion and remedy the systematic defects on the road networks to realize the distribution for the integrated distribution for capacity of road networks is also provided. At last, the key city of Chongqing--the parts in the inner-round expressway as the object of study in this essay provided the proof to the availability, practicability and reasonability of the system which bring a rather good effect.The model contents three points of innovation, these are virtual network analysis method, the congestion identified system based on the traffic equilibrium theory and the whole conception for analysis of the integrated distribution for capacity of road networks.
