As economy developing, the urban scale expand promptly; From Urban population and land-use intensity increasing, the mobile industry developing make, Urban traffic will face to be tested sharply. The traffic problems have been one of the most important problems of all big cities in the world. All the while, there are many research and learner to make effort in traffic field, and they put out of many advices and methods to improve the condition of Urban traffic which work well. Traditional way, "increase supply based on demanding." and improving way of partial area can't have suit current traffic congestion problem. In recent years, traffic establishment's supply lag the speed of travel-demanding, the improving ways of "treat head because of headache, treat foot because of foot illness can't solved traffic congestion thoroughly. How to make urban traffic be persistence? It needs to find deep reason.One of the direct traffic congestion reasons is that urban travel-demanding is so big that urban traffic capacity can't afford. However, the rate of building city road can not catch up with the Increase in traffic demand. So the measures of urban traffic development should be known from city continuous development. this paper on the basis of reviews and analyses current situation and problem of HeiFei traffic conditions, Prediction methods of traffic demand combined with land use has been used to forecast the tendency HeiFei total traffic volume; Computing model of road network service level-based road network total traffic volume has been used to forecast the total traffic volume of HeiFei Transportation System.At the end, By using the advanced experience and practice of other countries for reference, the paper put forward some policy proposals of Sustainable development urban traffic in HeiFei from parking industry,city bus priority,motor vehicles development,traffic demand management,urban landuse and road network development.The achievement in research of the paper settle the foundation to HeiFei Government decision-making department,city plan and construction department and traffic management organization, while they are planning,designing,constructing,managing and making decision of traffic development.
