Study On Implementation Of Annex Ⅳ Of MARPOL73/78 In Our Country

With the development of shipping industry and exploration of the ocean, the ocean is polluted severely, so people pay more attention to protection of ocean than ever before, pollution by sewage from ships catches people's eyes. By the efforts of IMO and many governments, Annex FV of MARPOL73/78-Regulation for the prevention of pollution by sewage from ships entered into force on 27 September, 2003. The Annex IV was put into force in our country on 2 February 2007. We should do some research on Implementation of Annex IV of MARPOL73/78 in our country as soon as possible, for the purpose of protecting ocean and minimizing negative effects on our country after its implementation.First, the thesis introduces the content of the Annex IV, analyzes domestic provision about prevention of pollution by sewage from ships, compares them with International conventions, and finds out our laws' defects. The thesis gives the administration some suggestion to revise provision for making the law system perfect.Second, the thesis studies the characteristics of sewage by quantity and quality. Some data are given to design and choose sewage treatment plants when the test on a bulk ship is finished. By analyzing all kinds of technologies of sewage treatment, the thesis points out that SBR has many advantages.Third, the thesis takes some kinds of typical sewage treatment plants for example, analyzes working characteristics and factors respectively. The ship-owners or managers of ships can choose sewage treatment plants in accordance with their own ships to gain profits and environmental protection. By designing the sewage treatment system of the YUKUN, the thesis offers a way to design.At last, the thesis analyzes the domestic status of prevention of pollution by sewage from ships, finds out our problems at present and provides some suggestion. The implementation of Annex IV is a systematic project, in which Administration, ports, ship-owners and other people are involved.The thesis aims to predicting the problems in the process of implementation of Annex IV by studying how to implement it in our country, some conclusion and suggestion are given for the reference of the administration.
