As the only Central Municipality of western region, Chongqing plays a decisive role in the great western development and has got remarkable achievements. Meanwhile, various complex issues have also arisen in the large-scale development and construction. The land resource is relatively scare in Chongqing because of its geographical conditions, which has led to a high concentration of population and buildings. Moreover, Chongqing is a mountain city with special topography which may bring serious security risks and high probability of great disasters. Facing the development of urban public buildings which are not suited to the building environment security design probability, technology system and its management style, our country, even the whole world, has not yet formed a technology framework of building environmental control on the overall level, or carried out building environment control technology research systematically. The existing norm of the architectural design is actually a control design, the role of which on the construction safety is usually ignored by architects. Based on the research of construction outer environment control, this article analyzes the mechanism of various control measures from the point of safety design that benefits better implement of existing building codes.This paper seeks to learn from the prospective of control, in conjunction with urban planning, architectural design, building technology, environmental design and other related expertise, according to geographical features, architectural trends and vulnerable disaster types where staff-intensive public buildings locate in Chongqing, based on the principles of comprehensive, targeted, independence and controllable, from the idea of city disaster breaking out---developing, eventually comes to the safety design control elements of Chongqing public building outer environment and the final elements of effective control through the expert assessment. To control the elements, the type and method which is the most consistent with the actual situation has been selected first. Then in accordance with the construction process analysis, it concludes that the design phase is the key to ensure the safety of building, which determines the type of construction outer environment control should be early control. On this basis, from the control principle of focusing on prevention, life first, integrated control, grading control and scientific applicability, combining with the idea of environmental safety design and evaluation of the importance classification, it comes up with a possible strategy of construction outer environmental early control, and points out the realization of the optimization level, distinguishing the priorities, grasping the main contradiction and conducting targeted control. As to the proposed buildings, architects can take appropriate architectural outer environment control measures to reduce the incidence of disasters or disaster losses during the phase of project design. For the buildings completed, architects can take outer environment control measures targeted to the weak links in the construction according to the result of risk and importance assessment, thereby reducing the relative risk of the building, improving the transformation efficiency and avoiding new problems caused by improper transformation.Studies on the control strategy provide a theoretical reference to advance the research and development of construction environment control-related areas, promote the rational formulation of Chongqing urban planning, safety design, use and management of public facilities, perfect urban environment control facilities and the establishment of the emergency mechanism, for the benefit of improving the ability of urban disaster prevention and reduction.
