With the rapid development of China economy, the conflict between power-generate and flood-prevent is greatly deepened by the traditional way of keeping reservoir water lever below some given criteria during the flood season. However, as the great progress of hydrometeorology, it is possible for some reservoirs to mitigate this conflict with the dynamic limited water lever control strategy which is considered to be of great value in both research and application field.This paper gives weight to Fengtan reservoir's optimizing operation, which based on the research of different flood in different periods, during the food season. After a serious research on the hydrometeorology of Youshui valley, the flood season is devided into 3 periods: the prophase period, the main period and the later period, and designed flood is made for each of these periods to establish appropriate strategies for strobe opening. This paper also gives the progress of making the imitating software for flood regulation; this software gives support for the real-time flood regulation as well as dynamic limited water lever control strategy during the flood season.The paper expounds that it is necessary and viable for Fengtan reservoir to adopt the dynamic water level control strategy during the flood season; then, analyzes the hydrology character in Youshui valley in order to describe the Chongyang water phenomena and set up a long-term optimal operation model to calculate the whole-year power, it also includes the evaluation for these models. Chapter 4 expresses the theory of dynamic limited water level control strategy, father more, estimates the dynamic limited water level for Fengtan reservoir by serious calculation and consideration for the safety of down field; Chapter 5 works on the establish of the flood-regulation-imitate software; Chapter 6 ends up the paper with a summarization of the whole work and a view for the future work.
