The Tianjin's Lacking water resource brings the grave effect to development of economy and community, particularly the continuously aridity occurred in HaiLuan River Basin since 1997, works the Tianjin's grave lacking water resources; and 2000-2004 year four times implements " Water Diversion from Yellow River to Tianjin Municipality" help Tianjin to spend water shortage . YuQiao which is the only one large mountainous area reservoir and balancing reservoir for Yinluan Project in Tianjin exerts prominent flood control and water delivery. The utilization of YuQiao reservoir's rain and flood resource directly affects Tianjin economy and community's sustainable development.The paper which considers actual circumstance and important functions of flood control and water delivery of YuQiao reservoir studies dynamic control for limited water level before flood of YuQiao reservoir by applying fuzzy theory and other method. In the study, the limited water level before flood is enactment by stages in order to exert the benefit of flood control and water accumulation as great as possible and decrease waste water and translate to water resource, then improve guarantee rate of water supply of Tianjin. The security of flood control and project is ensured in scheme. The main content is divided to five sections.The first section: the main research content is based on widely comprehending the development of application in dynamic control for limited water level before flood in the world, which provides theoretic elements.The second section: the statistics method with meteorological cause and rain data, the flood evolvement method and fuzzy set method are applied to confirm the stages of flood season of YuQiao reservoir.The third section: fuzzy set method is used to research feasibility of dynamic control for limited water level before flood by utilizing the now available flood forecast schemes'accuracy.The fourth section: fuzzy set method is used to research feasibility of YuQiao reservoir's dynamic control for limited water level before flood by utilizing the rainfall forecast released by Tianjin Meteorological Observatory.The fifth section: fuzzy set method and non-step sampling method are used to analyze limited water level before flood and flood control characteristic water level, influence of research imposed on flood control and benefit and carry on risk analysis to the results.
