The Study Of Social Planning In Urban Planning Of China

With the emergency of social problems and the advancement of the democratization process in our country, Urban Planning in China is more and more out of date. It failed to give full play to its role in society because of it lacks the social dimension at the very beginning. This paper learned from the social planning theory and practice of other developed countries, put forward that establish social planning as a special reach in Chinese Urban Planning system——Chinese Urban social planning. Its significance lies not only in solving the current problems of urban life, but also in responding to its social responsibility and further more in promoting democratization process of China.This paper summarized and introduced the Social Planning in the western countries as the beginning, followed by the exploration of Chinese Urban Social Planning, including its planning methods and the initiatives, which was based on the analysis of China's specific conditions and integrated the early research for urban planning practice in the society. This paper does not completely copy the methods and areas of western countries. Its learning was based on our country's special development stages and key problems as well as considered the Urban Planning discipline's own research and practice areas. So, different with the all-embracing levels of social planning in western countries, the level of Chinese urban social planning is focus on the district/city—local/community level. This paper located Chinese Urban Social Planning to be a special reach in the Chinese Urban Planning system and obey to the existing planning. Its prominent function is to provide a new illustration for the Urban Planning's space arrangement from the social perspective.The planning methods emphasized on the planning processes and the actual effect of the participation of the government, the enterprise association, the non- official organization as well as individuals. It is also attach importance to the planning process, the collection of information and extensive consultation to realize the goal of multi-party cooperation during the implementation process. In light of our country's rapid economic development and social transformation, the methods which we learn abroad can not shake the basis of our existing right, but should to promote the public participation and the democratization process according to the gradual reforms. Its purpose is to strengthen the public trust in the government, safeguard the social stability and social equity, reduce the cost of urban construction and eventually step to the substantive stage of a democratic society. There for, the methods of Chinese Urban Social Planning are the necessary complement to the existing approaches to urban planning.Based on the analysis of the prominent social problems which urban planning faced at current, the author proposed three initiatives that Chinese Urban Social Planning should emphasized, which are: addressing social concerns about the space arrangement, reflection the principles of infrastructure plan and the community-oriented care of the particular social groups.
