As the quicker pace of urbanization, the urban in our country has been much scaled, with a great many problems coming into being. For example, urban traffic jams, traffic chaos and frequent traffic accidents are more serious in intersections. The main base of intersection traffic safety evaluation method study in our country is accident rate evaluation, such as probability statistics method and intensity analysis. The intersection safety evaluation method on the base of non-accident rate is not mature in theory and practice. The thesis suggests the points of conflict index and studies intersection safety evaluation model and method that base upon the points of conflict index.The thesis analyzes and studies existing models and methods of intersection safety evaluation, on the base of which studies the points of conflict based intersection safety evaluation model and make it principle of intersection safety evaluation with regard to the conflicts between human and vehicles and between vehicles and vehicles at signalized intersection. The model utilizes the possibility of conflicts between human and vehicle and makes points of possible conflicts between pedestrians and vehicles in 10 minutes the human–vehicle index; it utilizes the possibility of conflicts between vehicles and vehicles and makes points of possible conflicts between pedestrians and vehicles in 10 minutes the vehicle–vehicle index. Then weighing average value of the two indexes is considered to be intersection traffic points of conflict index and is also used to evaluate urban road safety. Meanwhile, urban intersections are divided into 4 classes-unsafe, normal, safe, very safe, with application of Grey Clustering Model, in order to definite the intersection improvement sequence.As to the index test, according to data of traffic peak and non-peak traffic in different sites, traffic volume, pedestrian volume and points of conflict at intersections, the model of three indexes are used to calculate points of conflict index of human-vehicle and vehicle-vehicle and test the relevance of the calculated and the actual points of conflict. At last, safety of 6 intersections in Wuhan is evaluated by applying the intersection points of conflict value. It comes out that the feasibility of the index in this thesis and its actual reflection to urban traffic intersection safety.
