Research Of Implementing And Administration Of Taiping Historic Cultural Block Conservation Planning

Historic cultural block is the most significant section of historic cultural cities, which represents the traditional structure and historic style and features and carries the rich cultural heritages. The conservation of historic cultural blocks is the most important administrative content in the conservation administration system of Chinese historic cultural heritage. It is also the main measure and significant segment in the conservation planning administration in historic cultural cities. It helps to relieve the contradiction between urban developing construction in historic cultural cities and the conservation of historic cultural blocks.The article looks back on the developing process of historic cultural blocks at home and abroad, compares the typical administrative modes in the conservation planning of historic cultural blocks in China, penetratingly analyses the advantages and disadvantages of the six conservation and regeneration modes in Suzhou, Fuzhou, Shanghai, Tongxiang, Beijing, Hangzhou, puts forward the choice of regeneration modes according to its urban scale, zone difference, social and economic developing level and different planning objects.It also compares the conservation system of historic cultural blocks at home and abroad and puts forward that in China we should strengthen such guarantee systems as law system, block developing fund in the conservation of historic cultural blocks. It introduces in general the relative theory of the implementing administration of the conservation planning of historic cultural blocks, extracts and concludes the relative experience and enlightenment from the implementing administration of the conservation planning at home and abroad.By investigating on the spot, we find various problems both in the implementing administration of the plan and the daily operating administration in the Taiping historic cultural block. In reference to urban competition theory, sustainable development, organic regeneration, cultural ecology, block renaissance theory etc., the article puts forward that we should enforce the connection of planning with constructive implementation in the implementing administration of the conservation planning of Taiping historic cultural block, choose a developing and constructing mode in favor of characteristic conservation of the historic cultural blocks, market by scheming and packing integrally the serial products of Taiping historic cultural block, and establish the countermeasure of operating administration mechanism of unified cooperation. All of the above will provide a reference for the second and third period of engineering construction and implementing administration in Taiping historic cultural block.
