Nowadays, because the design theories about structure under uncertain actions is not very perfect, such as wind,seismic action, so it results structure or component part can not accomplish the destine functions according to destine probability in prescript time and prescript conditions. All these can lead to disaster. On the other hand, excessive safty-coefficient results in wasted structure. In order to avoid the two extreme instances and pursue a safe,economic and reasonable target in structure design, we must study the reliability problem of structure.This article mainly studies the dynamic reliability of structure under dynamic actions. The subject of structure dynamic reliability is a sub-subject of structure reliability, we study it for the reason of the problem of structure reliability, furthermore for the speciality of dynamic problem. We select the Reinforced Concrete Frame structure to study for the reasons: 1. Reinforced Concrete Frame structure is one of the main structural form in the architecture of our country; 2.Nowadays,the design theory in Reinforced Concrete Frame structure is being to complete and perfect with the completeness of structure design theory; 3.Because the theory in structure dynamic reliability is a little difficult, so the form of Reinforced Concrete Frame structure can aid and satiate our deduction in theory, the other hand, the form can use the computer analysis to check up; 4.The theory about Reinforced Concrete Frame structure can spread into other fields of structure.Based on simplifying the Reinforced Concrete Frame structure system into elastic mass system, a set of vibration differencifation equations were set up, then the correlative function and mutual PSD(Power Spectrum Density) function of unit-vibration process under steady seismic wave and the correlative function under unsteady seismic wave that can be changed steady was deducted. More, the complete method using response spectrume method to analyze Spectrum Density of unit-vibration are processed. A kind of failure criteria based on the displacement between every two adjacent floors are set up, then we utilize it to compute the dynamic reliability of structure. In this article the correlativity in the process of structure dynamic response and the correlativity of structure dynamic failure are also systemically studied and the uniqueness of"complete correlation form"is brought forward and proved. A kind of more accurate method—dynamic PNET method(called DPNET method)—calculating the systematic reliability of structure under dynamic action is founded. For these, the problem about systematic reliability under dynamic action that can not be easily dealt with at present is solved.The article compares the two sets of results of unit-vibration spectrum intensity that come form the PSD method and RS method respectively by computing the dynamic reliability of a four-floor building, and the two sets of results coming from the mass displacement failure criterion and displacement failure criterion between two adjacent floors are also compared and analyzed. At last the whole structure systematic reliability are computed based on the DPNET method.
