Expressway Network Toll Collection is an important measure to improve the traffic efficiency and management level, and accelerating the currency of capital. At present, the Expressway Network Toll Collection System is wildly used all over the country. Seen from the application of Expressway Network Toll Collection System in many provinces, there're some problems in a degree in most of these systems. Especially the problem that most of basic data and fare rate documents are built by manual, which make the system lack of flexibility. When the physical structure is changed, such as entrance or exit station, or fare rate is modified, we should recalculate the path and rebuild the fare rate of the whole system. This kind of system can't satisfy the development of expressway, so we have to build a flexible, universal and standardized road network model, and the calculation and resolution are based on this model. Then we can let the designation of Expressway Network Toll Collection software become more and more scientific and adaptable.This paper makes a deep analysis of road network structure and sufficient research on functional requirement of Expressway Network Toll Collection System. Based on this work, we proposed a road network model object to the Expressway Network Toll Collection System. This model is composed by node, edge, router segment, toll station and graph (road network). The router segment is the minimum accounting unit. The crossing points, roads in the real road network are abstracted as the nodes and router segments in the model. We also set up the topological relation between router segment and node. The fare rate parameter is show as the attribute of router segment, toll station is expressed by the position of the router segment which the toll station is in. This model can accurately reflect the attribute characteristics of the elements of expressway and support the route recognition. And it laid a good basis for the management by geographic information system.The calculating theory and method is researched combined with the national policy. After the detailed analysis about calculating steps, we can decide the functional requirements of Expressway Network Toll Collection System.By researching the basic functions of Expressway Network Toll Collection System, we designed the Expressway Network Toll Collection software based on the road network model, proposed the function module partition, format of data storage and the designation of key data tables. Then we built the Expressway Network Model of Hunan Province, gave an example of fare calculation of Expressway Network Toll Collection System based on the expressway network.The Expressway Network Toll Collection System based on the expressway network proposed by this paper has great significance for improving the toll collection and operation efficiency of Expressway Network Toll Collection System.
