Coal is an important material resources of the economy development. In order to effectively solve the contradictions between supply and need of coal, it is requisite to set down scientific and systematic coal transport corridor planning. It important to make well the study of coal transport corridor planning theory and then use it to guide practical construction. This paper use optimization theory and modern combination optimization theory as foundation thought of systematic engineering as guide during the research process. Using other findings about coal transport corridor layout optimization as reference, and taking advantage of a research method of domestic and intern actional comparative analysis, combing qualitative analysis and quantitative analysis, this paper analyzed and studied the coal transport corridor layout optimization theory.Firstly, the paper comprehensively analyses the characteristic of transport corridor from its formation, development and influence factors, and give a brief conclusion of present situation of coal transport corridor layout of our country. The paper detaildely analyzed coal demand forecast, which is an important part of coal transport corridor planning. Comprehensively applying various of forecast model, and use the change weigh combine forecast model, and completely forecasts the coal demand of our country.Then, this paper put forward Bi-level programming model of coal transport corridor layout optimization from the view of quantitative point. The upper model considered the point of view of the corridor planner, in order to design the optimal network structure and achieve system optimal based on the restriction of budget. The lower model considered the user of the network and in order to attain the user optimal. And we used the simulated annealing algorithm (SA) to solve the upper model as well as used the Method of Successive Algorithm (MSA) to solve the lower model, and an examplewas given, proves that the application of the model was correct and valid.Lastly, the paper made an evaluation-mode using the method method of fuzzy synthesis evaluation and the method of combination giving-weight-value.
