Currently, the traffic jam has become a heavy illness in all of the world which has restrict the economy to develop: the contradictions between traffic volume and capacity of urban roads grow day by day, and the speed of vehicles in urban is more and more low. How to reconstructs and extends existing road network systematically is one way to alleviate traffic pressure and realize sustainable development of our urban transportation system.Based on learning the city land utilization and the space and time distribution of traffic jam macroscopic, the urban transportation network has regard as a complex system. Through surveying and analyzing the history and the present situation of city road network, some hypothesized nodes and hypothesized roads has established. According to the traffic volume from present year to planning year, the OD trips of these years'has estimated. The longest time of reconstructing and extending project is regarded as a stage, using the extending model of urban roads network to calculate the scale and the intensity of reconstruction and extension of this hypothesized road network in this stage. Then the suitability of this mew network has to be evaluated. Finally, these projects'order of reconstructing and extending hypothesized road network are determined. Repeated above work with the new hypothesized road network until planning year, The final plan is obtained.At the end of this paper, it summarized the whole content of the paper and pointed out the insufficiency of the paper as well as the prospect of application.
