The category and frequency of disaster constantly increase in the present society, the loss and the damage of it are getting endlessly serious. It has already become one of the most serious problems that mankind are facing. At the same time, people are committing themselves to resist and release the disaster. One way to reduce the loss, causing by the disaster, is to take the engineering measure, that is, to construct the disaster prevention engineering project.Enhancing investment is very important to construct the disaster prevention engineering projects. But, the fund is limited and the disaster prevention engineering projects are limitless. With the limited fund, how to optimize the option of the disaster prevention engineering project is an important problem that needs to resolve immediately. Now, there is little study on it in our country.This thesis is to talk about how to make the investment decision of the disaster prevention engineering projects scientifically and accurately. The thesis, employing the systematic theory and method, designs a comprehensive evaluation index system which includes the factors of technique, society, economy and environment effect; then employing the hierarchical analysis method, the thesis calculates the weighted coefficient of each index and effect, according to the characteristics of the disaster prevention engineering project. Because all of these factors have the feature of " indetermination"("fuzziness"), the fuzzy mathematic method is applied to establish a fuzzy comprehensive evaluation model in order to get the evaluation values of every disaster prevention engineering project that are arranged one by one later, then use 0-1 optimum model to select the disaster prevention engineering projects. In this scientific way, which can improve the decision efficiency of investment, the limited funds can be invested to those important projects. Further more, the examples are used to validate the optimum model of the investment decision. The result is satisfied, which proves the model is applicable, feasible and practical.
