In response to the increasingly complex situation of road traffic safety management, it is necessary to use advanced information technology for more effective use and management of traffic accidents data. The demands for information retrieval and data analysis are met and the reference is provided for the analysis and decision-making of traffic safety management department through the establishment of road traffic accidents information system based on GIS technology, the full exertion of GIS' unique function of data entry, data management, spatial analysis and visualization expression and the perfect integration of road information, accident information and geographic information.Aimed at the deficiencies of traditional road safety management on theoretical and applied aspects and by collecting the major road traffic accidents of Harbin in recent years, the framework of traffic accidents management and analysis system based on spatial visualization was brought forward, the database and map platform was constructed and accidents black spots clustering analysis model was realized.At first, the range of traffic accidents information elements was determined; then the basic demands of the system were analyzed; at last, the structure and function of the system was designed in this paper. Construction of database and map platform is the basis of the study in this paper. Database platform mainly concern the concept design, logic design and physical design of space and attribute database; map platform can meet the precision request of traffic accident positioning and the statistical analysis. The structure platform is the foundation and the key technology is the supporting section. Therefore, the technology which was applied in the process of the system's development was described, which includes database link technology, black spots clustering analysis technology, and WebGIS service platform technology. The design and implementation of the system's functional modules were introduced after determining the pattern and environment of system's development and its software tools. At last, the various operating functions were implemented in the practical instances and the detailed description of identification of accidents black spots and Safety grading assessment was given particularly.
