Port Safety Management System Research

The closer economic relation between China and the world promotes the rapid development of ports which are the main channels of import and export trade. Meanwhile, the further strengthening safety management by the state enables the port safety to be an important issue that attracts much attention. This paper considers, to strengthen port safety management, should apply the viewpoints of public safety, systematic management, integrative and dynamic management to the analysis of port production and port supervision, to the revelation of contradiction and relationship between port supervisory departments and port enterprises as well as the proposal of corresponding countermeasures.As a local port , changshu port develops rapidly although its development time is short, and presents some specific and general characters during its developing process. So its port safety management deserves study. This paper analyzes some problems of the present port safety management, for example, the government lacks effective methods to supervise the safety in production, and port enterprises don't pay enough attention to safe production, and there are systematic obstacles to the system of port safety management.This article tells of the necessity and importance of strengthening port safety management by government, and illustrates the causes of the problems in port safety management, and applies the view of systematic and dynamic safety management to the proposal of corresponding measures. This paper thinks it necessary to establish a series of systems to strengthen port safety management, namely the system of investing funds, the system of education and training, the system of supervisory measures as information technology, the system of enforcing the port and harbor law, the system of emergency and salvage, the system of supervisory validity assessment, the system of seamless management of related supervisory departments with distinct responsibilities for port safety. This paper also stresses it necessary to intensify four passes, two important areas and four main factors to achieve the long-lasting port safety.Integrating theory with practice, this paper borrows ideas from the safety management of changshu port and proposes the train of thought of strengthening port safety management in market economy under the direction of systematic and dynamic management idea. It is a useful reference to increase supervisory ability of port safety and to achieve port safety in the present fast-changing situation.
