The freeway construction of our country is fast, and the accident of the freeway is endangered seriously, becoming an urgent problem to be solved. Comparing and analyzing the relevant indexes of the accident of domestic and international freeway showed that rescue ability is weak in the freeways of our country, and there is a lack of a high-efficient emergency rescue command system.By dissertating the basic conception of the freeway emergency rescue command system and analyzing the current situation of the emergency rescue command system in our country, this paper proposed a command system structure, which should focus on centralized command firstly , then consider how to optimize the deploy of resources , and structure out the centralized type freeway rescue command system model, in which described its organization, structure level, workflow, and expounded the geographical information system ( GIS) Technology function as a basic platform and relevant communication module.Based on this, a set of system key index which regards rescuing time efficiency as a standard was put forward in order to carry out a best deploy of relevant emergency rescue resources. Through utilizing survey materials, sector standard, and freeway staffs experience data, using methods of spatial analysis and probability statistics,etc, analyzed the quantization and optimize method of the delay of rescue command response, patrol arriving, emergency medical service(EMS), fire control arriving, and the obstacles removing car arriving, the optimize plan of corresponding resources deploying was brought forward. This paper expounded the construction of the centralized freeway emergency rescue command GIS. It dissertated the organization of spatial data about the freeway, confirmed the spatial reference, the map projection, and the spatial data structure, analyzed the formation elements of the electronic map, and designed a spatial database. Expounded the frame structure of the centralized type freeway rescue command GIS, and its main function designing. At last, it dissertated the plan of archetypal software base on ArcGIS platform and MapObjects for a secondary development, and gave several realization processes of the main decision-making aid spatial analysis arithmetic.Through the dissertating, it constructed the freeway emergency rescue command system with the characters of fast-reacting, assistant scientific decision-making, ocular and clear crash-analyzing and optimized system resource deploying. It can make the freeway emergency rescue more efficiently, lessen the injuries and deaths quantity caused by rescue delay, and shorten the time in traffic jams.
