China has been a country with frequent occurrence of flood since ancient time. Flood has been the most damaging natural disaster in China in terms of loss of assets and casualties. The flood situation is experiencing outstanding changes due to impacts of large-scale human activities and environmental evolution. With the development of society and economy, flood security has been a challenge and flood is gradually becoming a crucial and urgent issue influencing the sustainable development in China.Flood disaster system is a complex system, which relate to a lot of key elements such as the natural world, society, economy. In recent years, people had brought new tactics for flood disaster, by suming up the history experience that economic growth and the flood disaster compete for mutually. It is flood disaster risk management, and analysis and evaluation of flood disaster risk isimportant part of flood disaster risk management.This paper summarized in flood risk analysis and evaluation at home and abroad on the basis of research results, analyzed and evaluated flood disaster with risk management theory and methods, constructed flood disaster risk evaluation system and flood disaster risk assessment model. Main contents include:1) Studied basic theory of flood disaster system and flood disaster risk management, including the formation mechanism of disasters, the system components of flood and attribute analysis of flood, risk in define, in essence, in classification and the main content of risk management. Reserched and analyzed definition and basic characteristics of flood disaster,flood risk management system.2) Analyzed flood risk analysis theory and methods, focused on the vulnerability analysis and assessment of the losses caused by floods with more in-depth studies.Including socio-economic vulnerability of flood disasters flooding disaster losses classification, the loss of contents of flood, flood disaster loss analysis, the growth rate of flood damage analysis. Analyzed flood damage assessment model and Flood loss calculation method in different trades and categories.Researched the spatial distribution of socio-economic statistics data Principles and Methods.Formed a complete assessment system of the losses caused by floods.3) Discussed the construction principle, type of evalution,method in flood disaster risk evaluation system, summarized normal evaluation methods and method of determining the weigh indicator. With analyzing risk, exposure, vulnerability and disaster-resistant capacity, constructed flood disaster risk evaluation system and flood disaster risk assessment model.4) Introduced general situation,cause and the situation of flood disaster of Taizhou in Zhejiang Huangyan. Using flood damage assessment model building by the paper,estimated the region suffered flood damage in different frequencies.Using flood risk assessment model,conducted a risk assessment for the underneath area.Provided a scientific basis for Formulate flood control planning, rational distribution of flood mitigation efforts of Huangyan.
