Research On The Coordinative Development Of Human Settlement In Qingpu District

With the development of industrialization and urbanization, the social productivity has been ever improved and the population has been increasingly centralized, which caused a world-concerned problem in the process of civilization—the coordinative development of urban human settlement.Qingpu area is on the west suburb of Shanghai, and its regional development has been amounted in another new cycle of Shanghai's sustainable development strategy. On base of theories as sustainable development and ecological urban system and environment- preferential planning, the author use such mathematic ways as factors reduction, gray-forecasting and decision making-control model to study the status in quo and the trend of the development of human settlement in Qingpu area's double-quick urbanization in a round way. In this paper, a complete set of assessment system as index system of human settlement for Qingpu area, statistic-dynamic model of coordinative development, regression equation models of coordinative development level and urbanization and decision-making and control model is established to make a research on the sustainable development of human settlement in Qingpu area, and to put forward some suggestions for its plans and structures in urbanization.In this paper, the author, with the information of 1995-2004 Statistic Almanac for Qingpu district, took a research on the coordinative development of human settlement in Qingpu district's urbanization from the systemic theory.1,According to the characteristics, structure and function of eco-city and the status in quo of the Qingpu district, the human settlement system was divided into five sub-systems as population, society, resource, environment and economy so as to compose the environment-preferential system of PSREE.2,On base of PSR , an index system of urban human settlement was set up to assess the coordinative development of Qingpu district with factors reduction. Findings were that the development of human settlement was getting better and better year by year and the five sub-systems coordinated to each other in spite of the bottle-neck factors such as social sub-system.3,The static assessment and dynamic forecast of Qingpu district's status in quo and its trend were gained by a set of models based on the theory of coordinative development and gray-forecasting. Findings were that the coordinative development of Qingpu district's urban human settlement was ever better and the sub-systems like population and society may be the check factors to the environment-preferential PSREE. Measures should be taken to strengthen the two ones, so as to coordinate themselves with the others and the whole system of urban human settlement.4,Based upon the Logistic theory, research was taken on the process of coordinative human settlement development to investigate its mechanism. Suggestions were that the speed of urbanization should be adapted to its regional coordinative development.5,Mechanisms of feedback-modification on the urban human settlement for Qingpu district and its assessment-decision making -implement-monitor and control were established to verify whether the PSREE had meet its object of coordinative development so as to boost the five sub-systems of PSREE to harmonize with each other.6. Taking the eco-city as the ideal model for urban human settlement in 21st century, proposals were put forward that an environment-preferential, human-oriented resource-economical and high-effective modern urban human settlement system with the characters of benign circulation in its system.
