Submarine radiation noise forecast (SRNF) is an effective way to test the submarine's performance. The prompt forecast makes even more importance. In this paper, FEM (Finite Element Method) and BEM (Boundary Element Method) and used to transfer function etc to conduct a noise fast prediction theoretical analysis.The structure of finite cylindrical shell is a typical format of all sorts of vehicle cabin. The structure noise comes from the internal mechanic encouraging shell vibration and leads its surrounding fluid medium vibrating and producing sound radiation, which affects the general performance of the underwater vehicles badly. Consequently, the limited cylindrical shell's acoustic as soon as inspires the coupling characteristic in this research has great theoretical value and practical significance in the research of fluid medium.This paper starts from the practical use for the project and make full use of the FEM and BEM software ANSYS and SYSNOISE to conduct the data calculations. Also, it takes the advantage of its all kinds of functions to predict and analyze the noise radiation. The second development is taken by ANSYS which applies for the parameterized language design. It pools the large scale matrix such as stiffness matrix mass matrix transfer matrix between inner and outer shell , saves them in the designated date base, predicts the vibration of light outer cover from transfer matrix of compression cover, and then uses BEM for effective noise prediction.
