Disaster mitigation of railway engineering is always the vast task in permanent way management. In south-west mountainous area of China, the problem of permanent way disaster mitigation made by geological disaster is especially outstanding. In recent year, the applications of Geographic Information System (GIS) to environment, resource, scheme and traffic gets along quickly and fiercely, and comes into being hotspot in the domain of disaster mitigation. It has been the important content in the modernization course of permanent way management utilizing modern information technology to develop specialized disaster mitigation system.Railways extend as linear shape on the land surface. Natural environment is complex, and geological disasters occured continually, especially along the railways in mountain area. Geological disasters have prodigious damages to the railways. The whole line will out of service if any place is broken or blocked by the geological disasters, and will influence the operation, reduce the income. So, to develop a prevention and rescue system in order to operation renewedly as soon as possiable is necessary.This paper, employing the GIS, discuss how to prevent and rescue when flood disaster happen, and the main work is introduceted below in detail:The overall layout of "The flood disasters prevention and rescue system of railways in mountain area", and comparison and selection the Geographic Information System software platform.The overall design, including the database organizing, function, architecture and user interface design, of the prevention and rescue thematic GIS system are performed based on the following work: First, collecting various kinds of relative data, such as the field records, words, pictures along railways. Second, analyzing the requirement of the thematic GIS.The traffic network models, constructed by the geographic network modeling technique. It is in order to find a rescue route after flood disasters occurred. This paper discuss the modeling method based on GIS platform for the traffic network, analyzes the network character using these geographic network models.The developing of "The flood disasters prevention and rescue system of railways in mountain area". It is developed by the ESRI ArcGIS and Microsoft Visual Basic 6.0, and combined with Geographic Information System component ArcObjects. This thematic GIS provides various store information query interface, and give a dynamic, visual view. The function of finding the best rescue route is realized, as well as query the store.The developing of subsystem of "Risk analysis and disaster mitigation assistant decision-making of flood disasters in mountain area". This subsystem can be running unattached. It is developed by the platform of Microsoft Visual Basic 6.0. Its main functions include the identify of flood disaster's mode, the budget of flood disaster's damnification, the calculate of rescue's expenditure, the optimization of store and so on.
