As the main part of city water supply system, water supply distribution network has such characteristics as foundation, complexity, openness which made it very difficult to manage, thus causing frequent occurrences of pipeline burst followed by vast waste of water sources, pollution of the supply and distribution network, increase of the cost, impact on the economy and people's life, and enormous harm on the safety of other underneath pipeline networks and public security. The complicated of pipeline burst make it hard to study into the safety of the network especially the cause, regularity, the forecast as well as the preventing measures, which have become the difficult aspects influencing the network's safety.The pioneering idea of this essay is as the following statement: introducing the system safety theory first time into the study of water supply distribution network's safety management. Aiming at the characteristics of the network, utilizing the basic principle of system safety: the interaction of manager, system, environment and management, taking Xi'an water supply & distribution network as the study case, profound research has been carried out with the available documents and statistics in weak points of the network, dangerous sources of the environment, causes of the pipeline burst accidents, drawbacks of the management as well as the prevention of accidents. Besides, considering current economic and present management situations of the water supply enterprises, safety (risk) evaluation methods of the water supply & distribution network's is put forward, which is based on the statistics analysis (accidents tree analysis), accidents events analysis and the GIS analysis. With emphatically discussing the 3 different analysis methods of the network safety, the evaluation system and analysis models are established.The comprehensive use of the 3 above mentioned analysis methods provides necessary scientific basis for the formulation of appropriate measures for monitoring, forecasting and prevention as well as the establishment of scientific management and safety assessment systems.During the research, the practical use of study results has always been put in the first place. The aim of this essay is to provide some inspirations and references for grasping the regularity of pipeline burst accidents and establishment of the water supply & distribution network safety system that is suitable for national conditions and management situations.
