The Regulatory Detailed Plan plays the key roles in our urban planning system, it links up the master plan with the site plan and designs with manages. The presentation of Regulatory Detailed Plan is to make up the shorts of the master plan and site plan. From more than 20 years' development of the regulatory detailed plan, we know that it has contributed to the urban construction, but it has not achieved the anticipated effect. Being the most important platform of the plan manage, it is awkward to be called "the uncontrollable plan". It still has theoretically and practices shorts. Based on this, the article carried on the classified analysis to the theories and practices of the regulatory detailed plan, I hope it can benefit to the research work of the regulatory detailed plan.Based on the special theory and practise, the article summarised the common problem of the Regulatory Detailed Plan, by the means of systematic analysis, article study, comparation study, practice study and so on. The article is composed of three parts. The first part is the basic research, reviewing the development of the regulatory detailed plan, it analyses the status of the regulatory detailed plan, as well as the theoretically function it should display. While, studying the successful experiences of overseas, the article provides good advice to the development of the regulatory detailed plan. The second part is the real diagnosis research. In this part, we research the the classified theory of the regulatory detailed plan from several aspects-the content, the economic analysis, the Effectiveness and so on. Then we carries on the classified research to the practice of the regulatory detailed plan from the last aspects: the development of city, the transformation of old city and the legal chart. Based on the above, the article proposes the development direction of the regulatory detailed plan, as well as the suggestion to accomplish the regulatory detailed plan. For example, raise the law status of the Effectiveness, perform the effective urban design, limid the plan period and so on.
