Traffic flow organization is the same as traffic flow management at this thesis. It can improve the capacity of the means of transportation and the efficiency of the transit network system, make traffic load in the balance, and postponed the traffic pressure. It is a branch of the technical management in traffic management. We research the traffic assignment to implement the simulation and the evaluation of the traffic flow organization. Traffic assignment is a process that assigning the space O-D volume into specific transit network. In traffic assignment, we have to account the value of the transit impedance at first, and assign the traffic flow into the transit network with the traffic assignment arithmetic second. This article will discuss the turn traffic assignment with the traffic flow organization.The turn traffic assignment with the traffic flow organization is a method of the traffic assignment. The impedance function and distributed arithmetic in this article is different to the old traffic assignment: the value of the impedance function changes according to the different traffic flow organizations; and the turn traffic assignment can reflect the different impedances that are generated by the different turnings of the traffic flow, as well as the prohibition of the vehicle at the intersection. The turn traffic assignment method makes traffic assignment to be closer to the reality, and provides conditions for simulating the traffic flow accurately in urban road.Based on the above description, we use motor vehicles as examples in this study, and divide the article into three parts to describe the traffic assignment method which is suitable for the traffic flow organization. Firstly, the impedance function model is divided into two parts: the link impedance function model and the node impedance function model. When we calculated the value of the link impedance, it is the starting point the stop-line of the intersection exit and end point the stop-line of the next intersection entrance, and calculating the value of the node impedance, it is the starting point the stop-line of the intersection entrance and end point the stop-line of the intersection exit. Secondly, research on the turn shortest path arithmetic. The core content is s follow:1,Research on the link impedance function model. First, we classified the category of the link and analyzed the influencing factors of the link impedance which are the foundation of the link impedance function model; secondly, classify the link impedance function modal by road transect form, have in both directions at one slab, one-way passes at one slab, two slabs, one-way passes at three slabs, in both directions at three slabs, four slabs and more then four slabs. Based on the BPR link impedance function model founded by American Federal Highway Administration, the link impedance function modal is constituted; thirdly, parameter of the link impedance function model is analyzed, then the specific calculate way of parameters and the part of referenced value are given; finally, the flow chart which describes the process of calculating the link impedance is drawn.2,Research on the node impedance function model. First, we classified the category of the node and analyzed the influencing factors of the node impedance which are the foundation of the node impedance function model; second, the value of the node impedance function is divided into two parts: the charge of the traffic in free flow estate and the charge of intersection delay. Intersection delay is divided into five types: the signal controlled intersection, uncontrolled intersection, the arteria priority controlled intersection, roundabout and interchange, and the node impedance function modal is constituted,when we calculated the delay of the signal controlled intersection, they are the known qualification signal stage and the turn traffic volume at intersection, we deal with signal with pre-time, and then calculate the delay with steady theory; and calculated the delay of roundabout and interchange, we regard converging point in intersection as"the arteria priority controlled intersection", and the part between diverging points as a"road", finally, the flow chart which describes the process of calculating the signal controlled node impedance is drawn.3,The shortest path arithmetic of the turn traffic assignment. At first, we introduced and analyzed the arithmetic of the traffic assignment; second, we implement the shortest path arithmetic of the turn traffic assignment based on Dijkstra arithmetic, in order which we offer the process and validate it by a simulation through the transit network; finally, we construct the input data while using the Matlab to imitates the whole process, supply the output data, and show a framework to solve the turn traffic assignment.According to above content, there are five parts in this article. Part one is preface, which analyses the background, the purpose, and the sense of this article. It also introduces the main content and the way to research. Part two is the research on the link impedance function model. Part three is the research on node resistance function model. Part four indicates a shortest path arithmetic of the turn traffic assignment. At last, there is a conclusion in Part five, which generalizes the improvement of the article and indicates the research direction in subsequent.The model system of the impedance function indicated by this article provides the precondition for the turn traffic assignment. It also implements the turn shortest path arithmetic, resolve the problem of the turn traffic assignment in the traffic flow organization. As a result, it implements the simulation of traffic flow organization, and provides a powerful tool support for the simulation evaluation of the traffic flow organization.
