The issuance of the "Tenth-Five-Year Program" of the Steel Structure Industry of China and the Compendium of the Developing Layout before 2015 (draft) supplies a great of opportunities for developing steel structure in China. Steel Tube-Confined Concrete (STCC) which belongs to steel structure is a new-style structure and deserves more and more favor because it's ascendant working capability. Nevertheless, nowadays the development of STCC is still in elementary stage in China, and the most research is about to basal component. The research about the whole working capability of STCC frame is not enough. Thereby, it is important and meaningful to make some deep research for STCC frame.In this paper, the model is founded with the finite element software-ANSYS after referring volumes information about STCC structure from domestic and abroad. The working capability of whole structure under earthquake is studied, and gained time history curve of top displacement and top acceleration, and in the last, compared with the frame which adopts concrete column and steel column. Furthermore, put forward a new brace-rubber brace under the background of ductility design and the development of seismic isolation technology of rubber bearing. The rubber brace is the brace which add a rubber bearing in ordinary brace, and analyses the time history curve under the earthquake, compared with the frame structure and frame-brace structure through the time history curve of top displacement and top acceleration, and so on.Base the result of solution, we find under the small earthquake, the seismic behavior of STCC frame is equal to concrete frame and steel frame, under the big earthquake, compared with the concrete frame, the STCC frame has ascendant seismic behavior. the frame-rubber brace structure can control stiffness contrived, so satisfy displacement request in different condition. Under the small earthquake, the capability of frame-rubber brace structure is equal to frame-brace structure, under the big earthquake, the frame-rubber brace structure integrates the advantages of frame structure and frame-brace structure: the good ductility and small lateral displacement, so exhibits a good seismic behavior.
