| Based on the special location and the advantages of opening policies from the Central Government, Guangdong Province has been greatly developed as one of the most prosperous and best attractive regions for investment, to which the Inland Waters transportation makes a huge contribution. However, the administration and maintenance of the Inland Waters Channel is a complex system combined by professional, extensive and sensitive work, which is also considered as associate public service. Therefore, a deep explore to its institution analysis will probably be helpful to the development of inland waters transportation.This paper is written for the purpose of seeking the best arrangement for administration and maintenance in Guangdong Inland Waters System, because a reasonable and reliable arrangement could provide a proper way to reduce the social cost while enhance the economic performance, in addition ensure the safety and convenience of inland water traffics.Started from the historical revolution of Guangdong inland waters arrangement, this paper tries to grasp basic the information in the bureau. Then it uses the Comparative Institutional Analysis of arrangement to study the arrangement in other regions and industries, which also provides a credible reference for governmental decision making.
