"The Monitoring and Management Information System of Locomotive's Electric Energy Consumption" is the subsystem of the "The Monitoring and Statistic System of Locomotive's Electric Energy Consumption". This system intends to receive the information on dynamic parameter of moving locomotives collected by the remote electric locomotive energy consumption monitoring device and provides real-time tracing, query and statistics with regard to person, locomotive, time and section, which is necessary for the study of relationships between the locomotive's dynamic energy consumption and the locomotive's operation, quality, malfunction and status of the energy supply. This informaion is also necessary for the statistics and management of electricity and instructions for the operator's operation to minimize the energy consumption.This paper described the important aspects of"The Monitoring and Management Information System of Locomotive's Electric Energy Consumption", including the overall system structure, the development environment, the function module and its implement, the design of visualization GUI and the management of database based on the C/S of Oracle.The client of this system accomplished the status query of locomotive on real time and the statistics of the energy consumption query by person, locomotive, time and section, which was based on the heavy client of C/S software structure. The client also achieved the data synchronization with the server and the download of the increment data, which decreases the burthen of the server effectively, utilized the hardware resource of the client adequately and improved the efficiency of the query.At the same time, this thesis also describes the accomplishment of GPRS digital communication and the corresponding the data format and communication protocol used by the system and the device . Algorithms of both statistics and query by person, locomotive, electric energy segment and time and the generation of corresponding data report are introduced in detail.The main function of the system has been completed. Now the system is running in the Xinxiang and Luoyang maintenance segments of the Zhengzhou Railway Bureau, and has obtained ideal results.
