Because of the high research degree of physical geology, hydrology and hydrogeology, there are large number of achievement and data in Jidong county. It is necessary for building up a perfect Water Resource Information Management System which could be more efficient when searching those miscellaneous and comprehensive data so as to speed up modernization and information of water resource management, to satisfy joint dispatching and optimization collocating of water and ground water and to actualize unitive management of valley water resource.Based on all the reasons above, the system is developed on the language of Visual Basic, with the usage of MapObjects and SQL Sever 2000 as the background database.The paper represents system background, including geographical location, areal geology and hydrological geology and it represents professional theory and technology about water resources and water environment when the system is developing, including the calculation of water resources,water quality assessment, vulnerability evaluation and ground water numerical simulation. Then the paper expatiates the major technique of system development, it includes spatial database tech, unit construction GIS second development tech, journal sheet printing tech and system optimizing tech.When designing system structure and database structure, the system analysis is the first considered, it is made up of four components: system demands, system target, system data and system functions. After that this pater represents system structure and principle. According to the characteristic of user's requirement, the development of this system choose the similar three-layer structure as the basis of C/S structure which includes client layer, similar middle layer and service layer. The core of this system consist of five parts, water resource physical data management subsystem, map editing subsystem, water resource management subsystem, protection subsystem and service subsystem.The principle of general design involves systematicness, applicability, integration, standard, compatibility, reliability and expandability. At last the paper expatiates the structure an building of database.The database in this system can be divided into seven parts: map database, attribute database, multimedia database, module database, method database, knowledge database and metadata base.Design and implementation of system function is the most important part of this paper. According to actual working requirement, designing function of this system need satisfy assistant judgment and daily management.Physical data management subsystem generally manages some physical data such as meteorological phenomena, hydrology, groundwater, hydraulic engineering and so on in Jidong county. It provides all kinds of information data and special information-check, meanwhile it analyses and explains these information to offer management department some scientific advises.Map-editing subsystem realizes the function of map-check, map-edit; input, output , edit and bidirectional check, special analysis, attribute-check of special data.Water resource management subsystem is divided into six modules: water resource management, water environment management, headwater ground management, ground water numerical simulation, vulnerability evaluation and layout of water resource. It mostly well realizes several function, such as the calculation of water resource, water environment assessment (surface water and ground water) and video playing of ground water numerical simulation.Protection subsystem provides user management and database management. The former includes user-adding, user-deleting, password management and authority- restrict; the latter includes database-backup, database-recovery and database-clear.Service subsystem provides users inquiry function of correlative data when they are making a decision which involve Chinese water law, Chinese water policy, GIS criterion and electronic map and so on.According to actual the problem of the former water resource information management system and working requirement of water management in Jidong Heilongjiang province, this paper introduces the development and design of water resource information management system in Jidong Heilongjiang province. It is proved by practice that development and application of this system are propitious to improve the study level of territorial water resource, work efficiency and the precision of production as well provide well better service for management layout department, engineering technical personnel and decision-maker.
