The municipal underground pipe network is the important infrastructure, which is the municipal material foundation for existence and development.Because of various historical reasons, the existing data of the municipal Underground pipe network system is incomplete.The management means of diagrams and files fall behind.The efficiency of searching and painting diagrams and files etc is low.The renewal of the diagrams and files can't be obtained quickly and in time.Also there are a lot problems.For example,the diagrams and files are leaved out, damaged, and aging. Information are repeated etc.Especially,the data collected can not keep up with the development of the municipal, and the reflection of the present condition gets behind.All of these cause data imprecise or not agree with present condition seriously.This further results in digging to break or digging badly under construction, stopping gas, stopping water supply and stopping heating and making dirty water overflowing etc.When the urgent disaster takes place, it is also impossible to provide various pipeline data accurately in time, which will result in the dilatoriness of translating, commanding, the decision making. Moreover, all the past data of underground pipe network are kept in form of records, such as diagram paper and chart etc..Most of them are managed by manual, and the efficiency is low. Along with the quick development of the economic of our country, the infrastructure, such as municipal transportation, building, and underground pipe network, are increasing doubly, and the scale of the cities extends increasingly. It puts forward a more and more high request to the programming, construction and management of the municipal underground pipeline facilities.In the last few years, the geographical information system (GIS) is placed in a stage that flies to develop in theory and application.GIS has been applied in several fields on modeling and decision-making; "Digital Earth" concept is put forward.Which further pushes the development of GIS as its technique support. Exactly in this case the thesis, taking the system science theories as the guide; studies many academics knowledge such as the informatics, the computer science, the cartology, surveying etc.Analyses and researches the underground pipe network (including water supply, drain, the electric power, telecommunication, combustion gas, the thermodynamic energy, the cabled TV., public security official supervise and control circuit etc); developed the Shandong University management system of the underground pipe network information.The underground pipe network information management system of Shandong University(SDUPLGIS) is the underground pipe network information management system software that developed according to the foundation of the Mapinfo and the Mapgis platform.It apply engineering using the GIS technique in the domain of underground pipe network realm, is designed just for the municipal underground pipe network management. It makes use of the advanced Oracle spatial database technique and genetic arithmetic compound optimized theory, with the chart of municipal underground pipe network equipments for background, to actualize the municipal underground pipe network video computer management.
