The Ecological Footprint (EF) Method was put forward in 1992 by William · E · Rees, a Canadian ecological economist, and improved by him and his postgraduate, Wackernagel Mathis, in 1996. Through following the tracks of consumption of energy and natural resources of a region, resources, we can quantifiable judge the scope within which that area's capacity to provide can be developed.To the construction nearsightedness and the weak-controlling in the course of urban planning, in this dissertation, the Ecological Footprint Method is introduced to urban planning to evaluate and analyze the degree of the impact of a project to the ecological capacity of an area from the view of sustainable development, to instruct the decision of urban planning.The paper consists of five parts:Part one: It is an introduction part, state the question to propose, the research goal and the significance, the research contents and the technological route.Part two: It is a theory survey of the Ecological Footprint Method, introduces several pieces of basic conception and method of ecological footprint, summarize the research situation of ecological security and the ecological footprint both domestic and foreign.Part three: It is the theory frame discussion about the application of Ecological Footprint Method in the urban planning, analyze the condition of restraining for urban planning, and try it from increasing a visual angle, strengthening comparing and supplying content to thin the theory frame.Part four: It is a case study part. It summarizes geography and social economy of the case and the ecological environment condition at present that social economy development faces. The evolution mechanism is analyzed by selecting seven major influence factors that influence ecology carrying capacity and gray system theory. And the scheme comparing is carried in ecological structure, ecological carrying capacity and safe pattern of ecology. Finally, some sustainable strategies on population control policy, energy restructuring, establishment of the mechanism for ecological compensation, and the pattern of industrial development have been put forward.Part five: It is a conclusion part. It outlines the main conclusion, the innovation place and the deficiency of the article.
