With the development of China Railway, information technology is generally used in the railway system. How to increase the efficiency of existing information application, utilize the opportunity that comes with the development of information technology sufficiently and improve the entire railway information system is a very essential problem in the informatization construction of China Ministry of Railway.Under this environment, as one of the most important part the locomotive system in the whole railway system faces the same period. At the present time, the locomotive information system consists of tens of modules (for example, the locomotive system, overhaul record etc.). These systems are at the early stage of information management, and lack of information exchanging and integrating with other systems.The problems the locomotive system faces are all the problems of enterprise integration in theory. We can solve these problems using structure schemes and technical schemes. Workflow is an important technology during the last five years. This research discusses the issue related to the integration of the locomotive system based on workflow, and the key is the integrating application of the locomotive overhaul management. Locomotive overhaul is the core business of the locomotive system, and it is the key point related to the railway safety, punctuality and economy. Locomotive overhaul information system is relatively weak in the whole information construction. Thereinto due to the disadvantaged technique locomotive overhaul system can't support the locomotive overhaul whose core function is process management and monitor. It is the just advantage of the workflow. This paper describes the Locomotive Overhaul Management and Monitor System based on workflow in detail from the phases of requirement analysis, system analysis and design, system development, system running and system evaluation. The whole system is developed on Cordys BCP. The functions of the prototype prove that this system can solve the problem that former systems can not be popularized among thedifferent locomotive depots due to the different overhaul process. This system is not only developed in very short time, but also easy to modify.
