| With the development of civil aviation and the improvement of living standard in our country, the safety problem of civil aviation are focused extensively in these years. Especially to the airport,that is the main part of the civil aviation, which has been an important task that how to further enhance their risk management level. So it is requisite to build up a reasonable assessment model to direct the risk management of the civil aviation enterprises. Firstly, beginning from the definition of safety this paper discusses the relationship of "Safety" and "Security", and points out that the civil aviation airport risk management should consider both risks. On this basis the risk factors are analysized from area, line and point three levels. Especially, this paper brings forward the conception of "The System Flow Analysis" and claims that the risk of category one or category two can be identified by following the selected Flow during the process of risk identification. Then based on the risk identification, the risk assessment model built by Analytical Hierarchy Process (AHP) and Fuzzy Mathematics is applied to the Capital Airport. Also, the qualified problem are quantified by Fuzzy Mathematics during the calculation of the indexes for the risk assessment. This makes the result more credible. Additionally, the emergency response of the civil aviation accidents is discussed in this paper. |
