With the profound traditional culture and the nice water scenery, the development of historic waterfront becoming the focus of city development, especially to the cities in the South Yangtze River. Nowadays, tourism development is the most common using method, but it brought many ill effects, such as polluting the environment, destructing the traditional culture and affecting the native's normal life. All of these because of the tourism development hadn't have the good coordination with the environment protection and the historic protection.
