Jiayuguan City of Gansu Province is located in the western hinterland of Gobi, where it isdrought with a shortage of rains and water reserve. Over the past few years, the government ofGansu Province has planned to construct a smelting and machining base for aluminum productswith the world’s highest yield in Jiayuguan City. With the implementation of this strategy,Jiayuguan City has faced problems concerning increased water consumption and threats to safety ofwater quality apart from previous scarce water resources.At present, the information about water resources is still acquired and managed by traditionallyregular manual meter reading in Jiayuguan City. The city is relatively backward in scientificmanagement of water resources, safety protection and accurate information collection, so it fails tosatisfy the requirements for current situation and future development. To ensure safe waterconsumption, detect water quality automatically and promptly, construct a complete early warningsystem, guarantee reasonable industrial and agricultural consumption of water, and make sure thesafety of domestic water, there is an urgent need to establish an economically applicable,technologically reliable and convenient water resources information system to improve theutilization and the management of water resources, in order that sustainable development may beachieved in management, exploitation, use and safety of water resources.In consideration of above problems, this paper aims to improve scientific, informationalizedand safe management of water resources in Jiayuguan City based on remote control and automationtechnologies with the support of a real-time monitoring and control system by constructing a waterresources information system in Jiayuguan City through GPRS of a wireless mobile communicationnetwork in combination with GIS, video communication and sensor technologies. The waterresources information system is mainly composed of three subsystems, including transmissionsystem, acquisition&monitoring system, and management system for monitoring commands.Besides, a monitoring and command center is built for automatically acquiring, storing andtransmitting information about water quality of thirteen water sources in Jiayuguan City, such aswater level of underground water and Dacaotan Reservoir, flow of pipelines, canals and outlets aswell as pH of underground water, dissolved oxygen, temperature and chloride ions, in order that thewater management department and all functional departments of water sources may realizeautomatic real-time monitoring, analytical management and early warning of field safety, water level, quantity and quality. Meanwhile, warnings may be automatically given through shortmessaging of data in monitoring sites and surveillance videos may be captured on a real-time basisby an automatic mobile terminal. In this way, the management of water resources becomes muchmore safe and automatic in Jiayuguan City, which lays a foundation for scientific management anddecision-making by government and water management departments, promoting moderninformationalized management of water resources in Jiayuguan City.
