The paper introduced a development process of a small scale devices management information system based on the UML model by using the Rational ROSE, and it made some analysis and discussion in detail about the UML and the Rational ROSE. The system applied a development process with iterative and increment based on the UML model, consisted of analysis, design, implementation, testing and deployment etc. During the process, the author made full use of the powerful performance of the object-oriented CASE tool, the Rational ROSE, and chose plentiful models that the UML provided for modeling. The author implemented it with Visual Basic language coding at last. The software architecture of the system was constructed firmly according to the three-tiered model principle, so it had high maintainability and re-usability and it would be easy to be updated and to be maintained in the future. Compared with the traditional software development methods, The development of the system had a lot of advantages, such as clear system requirement analysis, high re-usability and maintainability etc., which made it suitable to the changing of user's businesses and the new requirements.
